I was in the fence about it being a safety, but each episode of Foyle's War (at least, in the beginning) is pretty much a standalone mystery, and one nominated character exists only in that episode, so his arc (for example) is completely self-contained. I could go either way on it, though, so just let me know and I'll change it.
