I have consulted with some other mods who are more knowledgeable about this fandom area, and for this round, the limit for a safety fandom will be 30 chapters of manga (which is the same roughly as 30 comics).
There does need to be an English language version of the fandom widely available, and fan translations do count. However, nominators need to make sure that the fan translations actually cover the canon, as some fan translations are several chapters behind the canon and that could leave a writer in a bad spot.
Due to the time frame of the exchange, my personal life, and the fact that I double-check the safety eligibility of every single fandom nominated, I am not able to dedicate lots of time to each individual nomination. As a result, I will spot check some mangas, but will not be able to check for every single manga that the English language fan translation is comprehensive, widely available, etc. I *will* be checking every single manga for length, as I do with all other fandoms nominated.
I don't mean to sound dramatic, though. Last year went really well, without any major issues, so I'm hoping that relying on the good faith efforts of nominators on the English fan translations (plus doing a certain amount of spot checking) will work this year. If I mark a fandom as a safety that shouldn't be a safety, or if I do not mark a fandom as a safety when you believe it should be a safety, then definitely email, message, or comment to let me know and I will happily review and extra information you have :)
